The Jubilee Water Company is a private non-profit corporation owned by the shareholders and is located in the unincorporated community of Lucerne Valley in Southern California's Mojave Desert. Jubilee Water Company services a one square mile area known as the Russell Tract. It encompasses the streets within the boundaries of the East side of Visalia Avenue, the South side of Foothill Road, the West side of Joshua Avenue and the North side of Arroyo Road. It also services Russell Park and the parcel just south of the park, on the West side of Visalia Avenue and a 3.75 acre parcel on the Southwest corner of Arroyo Road and Joshua Avenue.
The four North-South water mains are on Chickasaw Trail, Blackhawk Trail, Palomar Trail and Anza Trail. The two East-West water mains are on easements South of Foothill Road and North of Arroyo Road. Visalia Avenue, Santa Fe Trail, Fairlane Road, Cherokee Trail and Joshua Avenue are the streets with no water mains and receive water via easements and/or right-of ways through neighboring properties. It is the property owner's obligation to arrange for access. The company uses the original land grant patents for easements which are recorded with the county and state and are on file in the water company’s office.
Jubilee Water Company has two deep water wells and the water is pure and untreated. There are two storage tanks behind the office with a combined capacity of approximately 350,000 gallons of water.
