Jubilee Water Company History

The Russell Tract was originally sub-divided into five acre parcels which were available for homesteading. In 1955, a group of the homesteaders founded Jubilee Mutual Water Company and by 1956 the original system was constructed. The first homestead improvements were constructed by the Russell family, who were a homestead family in Lucerne Valley going back to the early 20th century. They built many of the original houses and cabins, as was required to obtain the 5 acre parcel. The need for water then was mainly by weekenders and vacationers. In 1967, the system was expanded and has been continuously upgraded, as more people move in. Jubilee Water Company currently services 217 homes and 1 county park, known as Russell Park.
